Charter of The City Of Arda (CoA)

  1. The Triumvirate
    The members of the Triumvirate are:
      • Guryn
      • Rita
      • Hub
    1. The Triumvirate's role is to make day-to-day decisions in CoA and decide who is worthy of Rings of Power (see Rings of Power).
    2. All day-to-day decisions are made by majority vote as circumstances arise and decisions need to be made.
    3. The Triumvirate can take direct control of any situation it deems as a Special Circumstance and can therefore override any ruling that the council has made. The use of the Special Circumstance clause is extremely rare, allowing democracy to prevail in CoA. In such cases council members are of course allowed input, but only the Triumvirate has the right to make a decision on the matter.

  2. Triumvirate Voting
    Most of the Triumvirate's decision making will be by majority vote; 2 out of 3 people need to agree on any course of action. Some decision-making will need all three of the Triumvirate's consent. These include, but are not limited to:
      • Un-banning members
      • Higher level ring giving (level 3, 4 & 5 rings)
      • Decisions that will affect all patrons of the City
      • Special Circumstances


  3. Triumvirate Absence
    1. If a member of the Triumvirate gives prior notice to the Community and his/her fellow Triumvirs, that he/she will be absent for a longer period of time, then all major decisions concerning the City will be postponed to his or her return. All day-to-day decisions and duties will still be carried on as usual by the remaining members of the Triumvirate.
    2. If a member of the Triumvirate neglects to give prior notice to the Community and the remaining members of the Triumvirate, that he/she will be absent for a longer period of time, then Official Absence is declared, and the remaining acting members of the Triumvirate will be able to continue with the their duties and reach full agreements when needed.

  4. The Council
    The council is made up of the leaders of the 5 main races of CoA:
      • Dwarves
      • Elves
      • Ents
      • Hobbits
      • Men
    1. It is the Council's role to vote and discuss long-term issues in CoA. Voting in the council requires majority. The Triumvirate vote counts twice, each council member's vote counts once. This is to avoid standstills in the voting.
    2. All Short-term issues which need a quick response are handled by the Triumvirate on a majority vote basis.
    3. The Long-term issues are brought up at council meetings by the various council members.
    4. Wizards do not attend council meetings and have therefore no vote within the council.
    5. The Ranger Leader attends council meetings and may speak about security matters, but has no vote.
    6. Council meetings should be held monthly - or when the need to have one arises.

  5. Race Leaders
    1. The Race Leader's primary duty is to help the Triumvirate rule the City, make the citizens happy, and help organize events.
    2. Anyone who believes they can fill the role as a Race Leader may run for his or her race's leadership.
    3. Every 4 months the patrons of CoA are allowed to vote for new leaders of the 5 races.
      1. Only members of the said race may be nominated for leadership of that race (ie: Only an Ent may try to become a leader of the Ents).
      2. Everyone is allowed to have a vote for the leadership of every race (ie: An Ent may vote for the Leader of the Hobbits).

  6. Rings of Power
    1. The Rings of Power give their owners extra functionality and privileges in the Chat and on the Site as a whole. Rings of Power are given to people that the Triumvirate deems worthy of them. They alone decide who can have them.
    2. Rings are mainly given out to people who:
      • Do their race jobs
      • Are in CoA a LOT
      • Make CoA a better place for their fellow patrons
    3. The Race Leaders are required to keep up-to-speeds with their members and point out to the Triumvirate which members they think are worthy of a Ring.
      1. Other Citizens of CoA may also give out such recommendations if they feel a fellow chatter has been overlooked.

  7. Rangers
    1. Rangers are chosen jointly by the Head Ranger and the Triumvirate from the Race of Men. Though Council Members are allowed input, they cannot affect the decision directly, so they can only give opinions on the matter. To become a Ranger, the patron needs to have a full approval from the Triumvirate and the Head of the Rangers.
      1. In rare times, Rangers are chosen from other races to be trained as Rangers. This allows the Rangers to be represented by a larger variety of races.
      2. Anyone can make a formal request to the Triumvirate and Head Ranger to become a Ranger. A decision on the matter will then be given by the Triumvirate and Head Ranger jointly.
      3. The Head Ranger is carefully selected by the Triumvirate.
    2. The primary role of the Rangers is to help uphold the Rules and take action when said rules are broken.

  8. Council Advisors
    1. Patrons of CoA may be made Advisors depending on their specialist knowledge at the Triumvirate's Discretion.

  9. Wizards
    1. Wizards are exclusively chosen by full agreement within the Triumvirate, and they are chosen among those members who have shown special dedication to the City.
    2. The Wizards are directly under the Triumvirate's leadership.
    3. The Wizard's role is to help and guide the race leaders to complete their tasks and duties.
    4. Of course, they also provide help and guidance to any member that may approach them.

  10. Weapons Use and Rule Breaking
    1. Just like the Patrons and Members of the Chat, Triumvirs should not break rules. If this does occur, a complaint may be brought to the attention of the Head Ranger. The Head Ranger must then bring this matter to the remaining two Triumvirs, who (two Triumvirs and Head Ranger) will then decide on a course of action agreed by all.
      1. Upon reviewing the situation, witnesses may be requested including the Triumvir in question.
      2. The Triumvir in question must be informed of a review of this nature, including the rule or rules in question that have supposedly been broken. However, specific details do not need to be provided until the relevant sentence has been provided.
      3. Fines may include removal of 3 rings (regardless of the amount of levels, just the type of ring) for a maximum of 2 weeks. Removal of 2 rings for a maximum of 3 weeks. Removal of 1 ring for the maximum of 1 month.
        and/or
      4. A fine of gold pieces may be incurred. This would be limited to the amount of 3000 pieces.
      5. This rule does not apply when a specific treaty between Triumvirate members already confirms a relevant course of action regarding a situation.
    2. Triumvirs (as well as regular patrons) must not knowingly allow a member to break rules. If this does occur, a complaint may be brought to the attention of the Head Ranger. The Head Ranger must then bring this matter to the remaining two Triumvirs, who (two Triumvirs and Head Ranger) will then decide on a course of action and punishment given to the relevant transgressor agreed by all.
      1. The Triumvir in question must be informed of a review of this nature, including the rule or rules in question that have supposedly been broken. However, specific details do not need to be provided until the relevant sentence has been provided.
      2. The matter may be reviewed as confirmed in 10. a. if it is felt the Triumvir has not met their duties in an obvious manner.
      3. Fines of gold may also be given to any citizens who break rules.
        1. The amount is limited to 2500 gold pieces.
        2. This option of punishment should generally be used in conjunction with weapons use.
        3. Fines of this nature are reviewed by the Head Ranger.

  11. Banned Members and Banning
    1. There must be a valid reason to ban members. One or more of the General Rules must have been disregarded repeatedly.
    2. If one member of the Triumvirate/Council/Rangers is in the room at the time of the offence, then he/she has full authority toward the transgressor.
    3. If more than one member of the Triumvirate/Council/Rangers is in the room at the time of the offense then a majority vote is needed to ban the offender. If there are only two such members in the room, then a full agreement must be reached beforehand.
    4. You must email the Triumvirate in the event of weapons use, giving all details and proof of the transgression. This Section applies to all people with weapons access.
      1. If no such email is received, then said weapons usage will be considered abuse of Ring Powers and will be dealt with accordingly.
    5. Full Triumvirate agreement is needed to lift the ban on banned members.
    6. Members of CoA may not start a second account (for any reason, but especially) to bypass an effect of weapons use. Any such attempt would result in the second account being disabled and the original punishment made more severe, as any such attempt would negate the purpose of weapons use.
    7. Stunned, banned, or disabled members may appeal against the use of weapons by e-mailing the Triumvirate at triumvirate@cityofarda.com. The Triumvirate would review such matters accordingly. Each case of appeal will be reviewed individually.
